Whatever your Vcc is, the opposite comes out. Pick a rail voltage and watch the output flip.
Ground the input → output rises to full rail
Feed in full rail → output drops to ground
At 12V supply: 0V in → +12V out, and +12V in → 0V out. Perfect inversion, every time.
